Where budget is thin, and why

Budget-to-Atmosphere carries almost nothing here. That is deliberate. Planning bands are local and dated, and a broadly popular budgeting tutorial would add confidence without adding current evidence. Use real scopes and real quotes, compare scenarios in the module, and read the rulebook for how a figure was produced.
