The decisions that have no arithmetic.
The engines compute, and the rulebook shows the working. That covers the decisions with a method. It covers none of the ones that get argued about — chicken wire or foam, who arrives when, what comes out when the number is fifteen per cent over, whether the weather call has to be made now.
Those have named trade-offs rather than answers. A matrix compares options that all remain available, scored on the same criteria so the comparison is like-for-like. A flow is for a question whose answer depends on facts you have to go and establish, in order, where the first no is the answer. Neither carries a total or a recommendation, because the weights belong to your event and this library has never met it.
